I am concerned regarding a culvert replacement project to take place on Sixth Avenue this winter in Coos Bay.
I am taking the time to go on record stating my concerns regarding this endeavor.
1. What dyer, emergent need is there at this time for this culvert to be replaced when most of the town roads' blacktops are broken and battered. Could the funds for this, which I am sure are astronomical, be used to better the roads throughout the community.
2. If this culvert needs replaced so badly right now, should it have not been replaced during the dry summer months instead of the cold, wet, icy and snowy winter months.
3. The traffic in Eastside is already very heavy with more people moving into the area and commuting around East Bay Drive.
During the winter months, traffic increases tremendously while school is in session, along with many school buses using these roads. Replacing this culvert and diverting the increased amount of traffic up the steep hill on H Street and down the steep hill on Ninth Avenue during the winter months puts many people at unnecessary risks during icy, snowy conditions. Those roads were un-drivable last year, many days because of ice. I know, I live there and those roads get no sunlight at all during the winter months. I say again, this project will be putting many drivers in unnecessary risks doing it in the winter instead of the summer.
4. Why would a project like this take four months to complete. Is it because it is being done in the winter. Will they only be working on it two or three hours a day, two or three days a week like most road constructions projects are done.
5. The informational letter I received from the City of Coos Bay states that the City Council meetings for public comments and concerns will be conducted Oct. 10 and 17. Yet the start date for this project is listed as Oct. 9. Obviously the meetings are simply a “legal” formality they must follow and will be an exercise in futility as it would appear they are going forward regardless.
My suggestion would be that they should consider putting a stop light on each end of the construction site like there was during the road erosion repair last year. That worked fine with no detours required.
