COOS BAY - On his first day back at the Mingus Skateboard Park since smacking his head on concrete, Gregory Barber wanted to take things easy.

Still sore from his fall at the park, the Coos Bay resident recalled how he skated up a 10-foot-wall Sunday, attempted a "Rock 'n' Roll To Fakie" and on the way back down, clipped his board, and face-planted.

"My friends told me I was out for 10 seconds and that I was incoherent for 15 minutes," said the 21-year-old, who now has three stitches alongside his left eye.

He wasn't wearing a helmet.

After refusing an ambulance ride, Barber's mom drove him to Bay Area Hospital, anyway. Technicians scanned him through an MRI and took six X-rays of his shoulder, lower back and head.

"I'm definitely going to start wearing a helmet again," the 21-year-old said, "because I feel like somebody was looking after me and I don't want to risk it again."

Barber now tells others to wear helmets.

"All it takes is one time to really injure yourself," Barber said.

As an adult, Barber isn't required to wear a helmet, nor are any teens 16 and older. They skate at their own risk. The city, which operates the park, is not responsible for any injuries or death.

But, according to state law, a skateboarder, scooter rider or in-line skater younger than 16, who doesn't wear a helmet is committing a traffic violation punishable by a $25 fine.

That possibility doesn't seem to phase many skaters at the park. On Wednesday afternoon a number of them, including a few that looked like they were still in elementary school, zoomed around bareheaded.

Police Chief Rodger Craddock said two signs at the park suggest users wear helmets. One sign states the use of protective equipment, including helmets, knee, elbow pads and wrist guards is strongly recommended. "Bay Area Hospital is already too busy," it warns.

"It's not an enforceable rule for the adults," Craddock said. "Everybody is riding at their own risk."

Chris Owen, the owner of the Concrete Pirate - a skateboard and gear shop in Coos Bay - thinks all skaters at the park should wear protective headgear. But not everyone does, and the younger ones don't think it's cool. She added that had Barber worn his, he probably wouldn't have been knocked out.

"I wear a helmet and I'm 44 years old," Owen said.

Barber, who's skated for nearly 10 years, thinks there should be more parental supervision for the "younger generation."

Not everyone at the park on Wednesday was without gear or supervision. One little boy, 6-year-old Zakk Jensen, attempted to balance and roll around on his skateboard, as his grandma, Karen Heuckeroth, looked on.

Dressed in a long sleeve T-shirt, blue jeans, with kneepads firmly strapped to his limbs, the helmeted Zakk looked ready for battle, or a fall.

Heuckeroth said her grandson, who lives in Oroville, Calif., is visiting her in Coos Bay for the summer and often comes to the skate park to play. The retired nurse said she lets him, as long as he wears his gear.

"I know what falling on your head can be and what cracking your knee can be, which is major fixing," Heuckeroth said.

She doesn't feel police need to patrol the park, but they could check on it once in a while to keep kids on their best behavior. Other than that, it should be up to skaters to protect their own heads.

"They know how to read. They know their limits," Heuckeroth said.

Taking a quick break from skateboarding, Zakk agreed that wearing his gear is important "because it protects me."

"I never got hurt bad because of the gear," he said.

On another note. I drove by about 2pm today. About 30 plus kids skating in the park. Half appeared to be well under 16. Only two helmets on very small children.

I think I'll vote for Mr. Pickering next time he runs for some office, because obviously he has all the makings of a great politician... make outrageous rediculous statements and accusations, then ignore, sidestep, or back down from your original post.

P.S. It is my job and yours. It is the community's job to police itself and raise our children. So the short answer is, Yes, if I had stopped and gone over, I would have asked those without helmets where and why. When I went by today all but one regular underage had their helmets on.

No one had a helmet to put on when I drove by. Not a one in site. Maybe if the adults of this community had more respect for the laws we already have on the books, the children would make more of an effort to go by the rules. You do not help one bit when you condone the scofflaw attitude “Because the Police are busy”, then get more police, or act like parents and insure your little darling is obeying the law so the police don’t need to. Simple answer here. Obey the law, obey the rules.

When you were down at the park, and saw that no one was wearing helmets, did you take it upon yourself as a good citizen to tell them to put their helmets on? Or are you one of those "it's not my job" and expect 3 police officers to solve this entire communities problems?

You strike me as the type that would be the sole witness to a crime, and not want to get involved, yet expect the police to somehow save the day. If all else fails, blame the police, why aren't they fixing my problem...

Maybe because out of a town of 16,000 people, not including tourists, and only having 3 or 4 police officers on duty for the entire city at any one time, they can't justify placing a babysitter at the park all day?

Or could it be because the tax payers expect police officers to also stop speeding vehicles in each and every neighborhood throughout the city, simultaneously I might add, in addition to handling all of the criminal complaints that come in, as well as the multitude of other things they do.

If I allow my child to go to the skate park without my supervision, and he/she gets hurt? Who is responsible? ME... not the police. Maybe a police officer should sit in front of your house in the off chance that you may violate the law some day. And if you do break the law, you are saying the POLICE are responsible? Pfft...

We have a law. We don’t need more laws. We need to enforce the ones we have. We also have rules. Every one of the posted rules has been violated at this point in time. If you are not going to enforce the rules why have them? If you can’t obey the law and the rules it will be your loss because the city will shut this operation down. You the skaters are the ones who must decide. Do you go by the rules and laws, or do you give up the skate park? There isn’t a third option.

It was an accident Jesus! At a skate park? Is everyone really shocked? Does this really have to spark a giant debate and lead us into passing more laws against ourselves? So far from these comments we need a new helmet law and everyone needs to register by having health insurance before they skate, dear god.

I must say I am impressed with not only the skill level of local skaters, but the numbers. It is well used. I have stopped and watched them several times. I went by there on the way to the City Council meeting last night, and the place was packed. Not even one helmet to be seen anywhere. What happened to all the free helmets the City Police gave away? You had better start policing yourselves or the city will and you won’t be happy. No smoking, Helmets for all under 16, and no drugs. Zero tolerance for drugs. Run the miscreants off, and as they used to say “Just Say No”. If you take care of the problems yourself, the citizens won’t complain (as much) and you are more likely to be left alone to enjoy your new toy.

This is a fine example of the government forcing money from tax payers to create a place, the skatepark, where people will get hurt then want to force the same tax payers to now pay for the hurt person with public health care.

Government, first they cripple you then they hand you a cruch.

Did this 21 year old have personal health insurance? That was roughly a $3,000 trip to the ER. Was or will the bill be paid in full? I feel that anyone who uses the facility should be required to have a current health insurance policy or post a bond insuring the hospital bills incurred will be paid. This park will continue to cost the community money for years to come. And why are the kids having to jump the fence to skate at 11:20 am on a Friday? i drove by & saw that the gate was locked & counted 8 inside & one in the process of going over the fence.

Hey Mr. Pickering... You usually have all the answers to the questions you asked.. You are at more meetings then the people who run the meetings so please enlighten us on the answers to your questions.
Hey Mr. Pickering, I have a better idea instead of telling the City to enforce the laws, maybe for once the parents of these children should enforce the laws. Have them get off their rears and get down to the skatepark and watch their own kids. Lets start there. Everyone is so quick to be a critic and in reality we should look in our backyards and clean it up. The skatepark, like you said, isnt quite finished so why dont you quit bashing the whole thing and sit back and enjoy another meeting.

The real total final cost or the publicly announced cost? They aren’t finished and it isn’t finished. Where is the landscaping? Where are the features for the less experienced skaters? Where are rails and ramps? Where is the sign “Helmets Must Be Worn At All Times”? Motorcyclists are required to wear them or be cited. There is a law requiring anyone under 16 to wear them. Skull –VS- Concrete, It doesn’t take a lot of common sense to know the outcome of this. I think all people using the park should be required to wear a helmet. I wonder what the cost to the city was for this?

I disagree on one thing. If the law requires a helmet for under 16, than the police need to cite the violators.

First time warning, second time a citation, third time a citation and 2 weeks banned. Fourth time a citation and permanent ban.

Don't just leave it up to them or they will not do it. They are children and not capable of making rational decisions according to the law.

There is a law, we built the park, we are responsible as a City, now enforce the existing law. It may save a life. To say the city is not responsible is in error. If they do not enforce the law, they are condoning violations and negating their responsibility to protect and serve.
