Autopsy: Coquille sex offender was strangled

ONTARIO (AP) — The Oregon medical examiner has determined a former Coquille man who was jail in a state prison in Ontario was murdered.

Malheur County District Attorney Dan Norris said the state medical examiner found that 61-year-old James Ivan Briggs had been strangled with a belt Monday at the Snake River Correctional Institution. Briggs was found dead in his cell at 6:52 a.m. that day.

He had been an inmate at the prison since early 2003, following his conviction in Coos County in late 2002 on two counts of first-degree sodomy, two counts of first-degree sexual abuse and two counts of unlawful sexual penetration. He was not set to be released until 2026.

Police apparently have a homicide suspect. Norris said the name of the suspect will not be released until the investigation is concluded, which could take several months.

Briggs’ death follows the death on April 25 of inmate Dannie Ray Peck, 42, who was found dead in his cell. At the time, an OSP press release said investigators believed the former Coos Bay man died by suicide, but they did not indicate how. Peck was sentenced to life in prison on Aug. 23, 2006, after pleading guilty to the murder of a Hauser man, whom Peck assaulted and kidnapped outside the Wagon Wheel Grocery Store in Hauser on Oct. 4, 2005.

Even among criminals there is a code and sex offenders are at the bottom of the chain. This guy probably re-offended in prison so they took care of him and unlike most Oregonians they believe in the death sentence for sex offenders. Maybe we should too.

These victims were serving their sentences, paying their debt to society. Murder in prison is just as wrong as murder outside. I hope their killers are convicted and sentenced appropriately. I understand the desire to kill such guys, but only the coldest scum would actually do it. May those animals never return to our streets either.

You know that this is going to increase now because I believe that open season may have been declared on every sex offender and murderer in the system. When counties such as Coos deal with the budget cuts like they have, many are going to start taking the law into their own hands just to get some form of justice. Vigilante Justice is making a come back. Get Ready folks!!!

Compassion? Maybe if he was a kid just out of high school and had consentual sex with an under age high school girl, I can understand compassion. But rapist and child molesters show no compassion to their victims and destroy their lives. He does not deserve compassion, he deserves the same hell he put his victims through.

These creeps cost us approximately 60K a year to house in jail. So YAY not only did we save 120K but we got rid of two perverts.

Hey, even these "creeps" have families! These family members may not agree with the actions committed, but family is family! Suffering is suffering, whether you are the victim, related to the victim or related to the perperator. Show some compassion on those that remain!!
