Sexual predator released in Lakeside

The Coos County Sheriff’s Office is notifying the public that a predatory sex offender is living in Lakeside.

Under state law, it is up to the county to decide whether to provide community notification of sexual predators in the area after supervision ceases, said Vi Beaty, manager of the Oregon State Police’s Sex Offender Registry. Holliday was released from supervision on Aug. 23, 2007, according to a spokesman from Community Corrections, but it wasn’t until Jan. 24 that a  press release detailing his crimes and designation as a predatory sex offender was released by the Sheriff’s Office.

Spokesman Sgt. Pat Downing from the Sheriff’s Office said he sent out information about Holliday the day he received it from the Oregon State Police in Coos Bay.

Beaty said the five month timeline could be due to waiting to receive required paperwork from the county.

“Until we receive that information, we can’t do anything,” she said.

Roy Wright, the probation director at Community Corrections, said a notification regarding Holliday was issued to the media in the past. He declined to release more information about Holliday because the man is no longer under the agency’s supervision.

Holliday is listed on OSP’s Sex Offender Registry.

Under state law, the agency that supervised a sex offender must meet three criteria to continue listing him on the registry: He must have been listed as predatory while under supervision.  Community notices must have been issued while he was under supervision and his level of supervision was high just prior to his parole.

After receiving the information, OSP workers process the file on a first-come, first-served basis, Beaty said. The time frame for processing a file can vary depending on workload and the number of cases they have to get though, she said.

Holliday was listed on the registry prior to the end of his supervision and never removed from the registry during the process, Beaty said.

Under the conditions of registering on the OSP database, Beaty said, Holliday is required to check in with the state yearly, within 10 days before or after his birthday, or within 10 days of a move.  

Holliday was convicted in June 1994 on multiple sex offenses: one count of sodomy, a class-one felony; two counts of third-degree misdemeanor sexual abuse; and two counts of second-degree felony sexual abuse, according to the press release. His victims were 13 to 17 year old boys he knew, the release said.

Holliday was sentenced to 13 years and six months for these crimes. He was released on Aug. 23, 2004, according to Michelle Dodson, public information officer at the Oregon State Penitentiary. As of press time, she was unsure where he served his sentence or if his time was consecutive or concurrent.

Holliday was previously convicted of several unrelated felonies including a first-degree burglary in July 1987, and a first-degree theft charge and a charge of felon in possession of a firearm, a class C felony.

While Holliday is no longer under supervision, as a sexual predator, he is required to abide by several conditions and restrictions. Holliday cannot knowingly communicate in any manner with a person under 18 with the intent to commit a crime or for the purpose of arousing or satisfying the sexual desires of Holliday or another person, the release said. This includes all interpersonal communication, Beaty said. In addition, she added, Holliday cannot go to a place where people under age 18 congregate, including schools, playgrounds and skateparks.

Holliday lives at 565 Kings Ave., in Lakeside. He is white, 6 feet, 5 inches tall, weighs 230 pounds, and has brown hair and blue eyes, the release said.

I wish a sexual preditor had to have a highly visible 'something' on the front and back door of their home as well as posted in the vehicle they are driving so parents could teach their children to look for this 'something' and avoid this person.
